Devin has spent the past 15 years developing, structuring, and closing complex greenfield infrastructure projects across North America. With a background in civil engineering and experience across diverse asset classes—including transportation, social infrastructure, and telecommunications—he brings a comprehensive understanding of project development, construction, and operations.

Devin’s expertise includes commercial and financial structuring, contractor management, and complex contract negotiations with both public and private sector counterparties. He has led multidisciplinary development teams through origination, preconstruction, and financing, and has served on multiple project boards to support long-term execution and governance.

Prior to The New Industrial Corporation, Devin was a Vice President at Plenary Americas, where he led the structuring and financing of projects across the U.S. and Canada, as well as established and scaled a digital infrastructure investment and operations platform.
